Occupiers in Crimea massively shutting down mobile networks, internet – National Resistance Center

Russia has occupied Crimea since 2014 though, so cutting off mobile networks in the name of information control of the populace right now seems to be the wrong explanation.

I would guess that they're trying to stop Ukrainian partisans/resistance from intelligence gathering and organizing.
